In the general case, one has to sign up for a mailing list, but occasionally mailboxes are included manually without the consent of their owners. Based on the particular list administration software, you may also be able to add new subscribers, so people will not be able to subscribe to a mailing list unless you approve their signup request. The mailing list option is quite valuable if you would like to send newsletters on a regular basis or some other kind of regular announcements to customers, considering that you will have to send one single email and all of the subscribers will receive it momentarily.
